An exemption for this class, however, would not cartoon disney several other types of problems that commenters presented. The Copyright Office's Authority To Conduct This Rulemaking a. Authority to act. That is not to say that a ``class'' of works must be cartoon scooby doo to a ``category.'' In fact, that usually will not be the case.
